Cut the Outside Display
The Cut Preview will display and cut the Outside of the design if the Cut Outside toggle is selected On. Toggle the Cut Outside Off to turn off this feature and the Cut Preview will no longer display nor cut the Outside of the mat.	Toggle the Outside Cut to Off to Not Cut the Outside of the Mat
Optionally, the Outside of the mat will display and cut if a Cut Mode other than Off is selected on the Outside Cut Options dropdown control.	If Any Cut Mode is Selected Other Than Off, it Will Cut the Outside of the Mat

See Matboard Properties in the Design to turn on/off the Outside cut.
Select Options Menu > Cut Outside on the Cut Preview to cut the outside of the mat.
