Lock Borders: Editor Default Setting

Select whether to Lock the Borders to prevent them from being dragged on the Editor.
Locked Borders will still readjust to the new outside dimensions if Dynamic Outsides toggle is on.

Select Lock Borders to lock the Border lines into their current position.
Unselect Lock Borders to allow Border lines to be adjustable with the mouse.
