Use the Apply Borders To section to designate which layer of an object will snap to the Borders.
This is especially important when using the Dynamic Outsides.
Select Top Layer to snap the object’s Top Layer to the Borders.
Select Bottom Layer to snap the object’s Bottom Layer to the Borders.

Note that this is different from the Positioning Toggle which dictates whether objects are positioned from the Top or from the Bottom Layer as indicated by the Arrow Direction.
