When a CutArtis placed, it is a single object. The individual elements cannot be moved separately until the CutArt is Exploded or brought Explode CutArt will break up the CutArt into the individual elements that make up the design which can then be edited separately.
Optionally, bring the CutArt into Trace to further edit it there.
