Set Remnant Trimming to Horizontal to default to cut the Remnant off horizontally.
Click the Set Advanced Options button on the Cut Preview to access the Advanced Outside Options.

Default Setting: Horizontal Remnant Trimming: Cutting Default Setting
The design will cut and trim off the Remnant matboard Horizontally.
